Not per bullet. The value is the fire: it damages over time and there is a chance the ground catches, which forces a player out of cover.
Yes. Anything that takes pistol ammo takes the incendiary version, so your Thompson, Custom SMG and MP5A4 all fire them.
No. Fire rounds hurt players and their gear, not walls. For structures you want explosive ammo, rockets or C4.
