Service FAQ
It is the strongest leg armour you can craft, and nothing metal exists for that slot. Heavy Plate Pants and Ballistic Leg Armor protect more on paper, but the plate pants carry a movement penalty and neither of them can be crafted at a workbench, so the kilt is the piece you can keep replacing yourself.
