No. There is no recipe — supply drops, military crates, sunken chests and outbreak scientists are the only sources.
Five for a Tier 2 workbench. If you are aiming at an Advanced Fragment instead, that is twenty basics pieced together.
If the bench is the goal, yes — Workbench Level 2 is its own item and the fragments come as part of it.
